HR Excellence in Research
The HR Excellence in Research Award (formerly known as HRS4R) is the European Commission approach to support universities, research institutions, and researchfunding organizations in the implementation of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of an attractive European labour market for researchers.
The Charter and the Code of Conduct are recommendations issued by the European Commission to the Member States, which are invited to apply them voluntarily:
- The European Charter for Researchers is a set of general principles and requirements that define the roles, responsibilities, and rights of researchers as well as of employers and funders.
- The Code of Conduct for the Recruitment of Researchers, which does not differ substantially from the standard rules governing recruitment, highlights the importance of open, transparent, and meritbased recruitment procedures, as well as the presence of diverse and experienced selection committees.
The quality award granted by the European Commission identifies institutions that create and support a stimulating and favourable environment for research work. More than 740 organisations, 170 of them in Spain, have received this recognition.
IQS welcomes and supports the recommendations of the European Commission and commits, in accordance with its internal policies, to developing its human resources strategy by adhering to the principles previously outlined and ensuring transparency, accessibility, fairness, and the promotion of excellence in the recruitment of researchers.
Since December 2020, IQS has held the HR Excellence in Research quality award, demonstrating its efforts to align its human resources policies with the principles defined in the Charter and the Code.

More than 704 organisations, 159 of them Spanish, have received the HR Excellence in Research logo.
IQS welcomes and supports the recommendations of the European Commission contained in the “European Charter for Researchers” and the “Code of Conduct for the Recruitment of Researchers“.
It also undertakes, in accordance with its internal policies, to develop its human resources strategy, adhering to the recommendations and principles set out in the Charter and the Code and to ensure transparency, accessibility, fairness and the pursuit of excellence in the recruitment of researchers.
